That's the issue. She doesn't want to lose all of her photos and other items.

Restart the computer when it boots into Windows 10, three times consecutively. This will launch the recovery mode. From there, you can choose "Advanced startup" to gain access to boot in Safe Mode. You’ll be able to restore your data or revert to Windows 8.1 via the recovery options.

I experienced similar issues before and couldn't enter safe mode. I'd like to use a winPE or Linux Live CD, copy all data to my external HDD, and then reset the system.
