I've encountered similar issues on GTA FiveM servers where my GPU usage stays around 20% and CPU usage about 30% during normal graphics settings. When I adjust the settings, my GPU and CPU usage increase, which is typical. However, the FPS remains constant while the usage fluctuates with the settings. My system has a 2080 Super, Intel i9 9900K, and 32GB RAM. My friends with PCs nearby are seeing higher FPS. I'm using 240Hz on my monitor, with 'Prefer Maximum Performance' enabled in both NVIDIA and Windows settings. Please help me.

if your FPS is fixed at that level you might want to check the settings and ensure it isn't limited to 30, for instance. Does the performance decrease or stay steady? and does this occur in other games too?

the fps isn't limited i verified all the configurations and it only occurs on this specific server in call of duty i experience 200+ fps

What frame rate do you receive? My friend experienced this issue too; updating the drivers helped resolve it. Try that approach.
