CPU overheating, GPU driver issues, RAM compatibility problems, storage drive errors, background processes, game settings (especially those related to resolution or VSync), DirectX issues, faulty hardware components, corrupt game files, outdated drivers, and network latency could all be the cause of stuttering in specific games.
2080Ti + 1080p monitor wasn't the best combination here...
1)Did you reinstall the motherboard's drivers(chipset, LAN, SATA, etc) after reinstalling Windows?
2)Did you use Display Driver Uninstaller to completely remove the old graphics driver(s) and then install the latest non-beta driver without Geforce Experience?
3)Download and run Gpu-Z:

Click on the Sensors tab, and run your games for a like 5-10mins with it in the background. Then pull up the Gpu-Z window, take a screenshot(the little camera icon), and post it here.
The 'PerfCap Reason', or Performance Cap Reason is what we primarily want to see; if it picks up on any anomalies with the gpu.

Now, with it in the background, run your games again for another 5-10mins. Then pull up the window, and find the '+12' - it'll have a power, or lightning bolt icon next to it.
Take note of the Minimum and Maximum values and post them here.
IF your hardware and drivers end up checking out fine, then there's really nothing wrong other than the combination of gpu and monitor.
That gpu is so powerful on 1080p that it forces users to cap it's performance due to the artificial cpu limitations - letting it run willy-nilly can choke even a 9900K in games at that resolution.
Darn shame, considering what people pay for it.
it was my cpu, i changed it out with one of my friend and everything worked normal. now i ahve reseated my cpu for the 2nd time and it seems to be gone. lets hope it stays that way, otherwise a new 9700k will have to replace
