Microsoft is offering both Forza Horizon 2 and 3 for $59 each. I enjoy these types of games, but I'm curious—will my i5 2500 with 4.1GHz and 8GB RAM, along with a GTX 660, handle them well? Some people say they struggle on more powerful setups, while others think it should work at 1080p.

they have launched an updated version that significantly boosted my FPS in Horizon 3. With a 1070, my friend’s GTX 680 works fine but he often sees a video memory alert. I think you could adjust the settings to avoid issues.

Well, Horizon 2 was exclusive to Xbox 360 and Xbox One, so it won't work on your PC. But you should be able to enjoy Horizon 3 at a reduced setting.

I tested the Forza Horizon 3 demo from the Windows 10 store and unfortunately, I couldn't hit even 60 frames per second on the lowest available resolution.
