CPU: Ryzen 7 2700X
AIO: ML360R Cooler Master
Mobo: ASRock b450 Steel legend
PSU: Corsair CX500
GPU: MSI Gaming X rx480 8gb
Seeking a stable overclock, mainly for gaming. Curious about the performance potential.
Appreciate any estimates or help.

These AMD chips are already clocked at a maximum of 4.2Ghz, which you can expect with PBO or at least around 4.1Ghz sometimes. It's better to do that rather than adding a lot of voltage for 100Mhz. Also, you won't notice a difference since your 480 is an older video card. More important than a 100Mhz OC is stability, so consider getting a new card—AMD is affordable. You can opt for a 580 or 5700XT. Save for that instead of worrying about overclocking, which is pointless and unnecessary.

My performance dropped to 4.25GHz at 1.375v and above 72c, and it became unreliable. It was the same model and cooler.

These AMD chips are typically clocked up to 4.2Ghz, but you'll often reach around 4.1Ghz with PBO at times. It's better to do that rather than adding excessive voltage for 100Mhz. Your 480 is an older video card, so performance won't be affected much. More important than a 100Mhz boost is getting a new card since AMD is affordable. You could consider a 580 or 5700XT instead of trying to overclock, which isn't worth it.

Probably getting a new GPU in November. Used to run the stock cooler, but the fan stopped working and I upgraded instead.
