I've tried DDU and reinstalling even reformatting but games are CONSTANTLY dropping frames and getting laggy going from 144 to 60 to 144 to 20 it stays this way and it makes my rig unplayable. Shouldn't games run smooth? UserBenchmarks show: Game 123%, Desk 90%, Work 125% CPU: AMD Ryzen 7 3700X - 82% GPU: Nvidia RTX 3080 - 149.7% SSD: Sandisk PLUS 240GB - 44% SSD: WD Blue SN550 NVMe PCIe M.2 1TB - 239.1% HDD: WD Green 1TB (2010) - 51.9% RAM: Unknown F4-3200C16-8GTZR KD48GU880-32A160U F4-3200C16-8GTZR KD48GU880-32A160U 32GB - 81.4% MBD: MSI B450 TOMAHAWK MAX (MS-7C02)

try following these steps in order by reading until the end: disconnect from the internet and close all background apps. uninstall every graphics driver using DDU so it's completely clean and make sure you don't restart right away. also remove all processors because having 16 is needed for your 16 threads, and when that restart option appears, just click no and keep going to finish removing everything on the device manager screen like this: uninstall AMD Chipset Software in the Control Panel (if it doesn't have any, skip that part). restart your computer to go into BIOS, turn off AMD FTPM and secure boot if they are turned on by default, save the changes and exit. then go back into BIOS again and flash to the latest BIOS version which is 7C02v3F2 with agesa 1.2.0.7, then return to BIOS after you finish updating that. load your default or optimized settings inside BIOS, turn off CSM, save and exit. if you can't boot when CSM is turned off, just let it be on instead. (optional) enable the option for Above 4G Decoding and Resizable Bar, but only do this after connecting to internet, turning off CSM, loading Windows, installing the latest Chipset driver, which should be version 4.06.xx or higher, then reboot again. after that check in Control Panel > Uninstall a Program > AMD Chipset Software to see if it is already version 4.06.xx installed there. then check your power plan if you are using "AMD Ryzen Balanced" instead of regular "Balanced Power Plan". install the latest NVIDIA driver, and then connect to the internet again. *do all this offline until you reboot after installing the chipset driver too, also you may need to reboot into BIOS after doing everything else just to set the XMP (and keep your other previous settings).* put your RAM sticks in slots 2 and 4 if you only use two of them at a time. download the needed files from this list before starting step one, do each step one by one. run cmd as admin, then type chkdsk /x /f /r, after that type sfc /scannow to check for Windows file issues and see if there are any updates available in windows update (except optional ones). make sure your power supply is connected to the GPU with a single PCIe cable per slot (use the main cable, not the split branches) like this:

ok so i tried everything that you told me, but games like Fortnite still run at less than 144 fps. They even stutter when the game drops below certain frame rates or jumps way too much between frames like from 60 down to 3 or 100 and up again. I'm not sure what to do now :/

I think that's happening because a new update changed the game engine to Unreal Engine 5. It might not work perfectly yet, and I have seen similar problems too. Even though I am using DX12, this only started happening after the latest update where my settings stayed exactly the same as before. Probably just wait until it gets fixed?
