The idle power consumption of Ryzen CPUs can be quite high, sometimes reaching up to five times the usage levels. Your observation about around 5% usage is accurate—HWMonitor recorded about 8W for your 4690K at that level.

R7 5800x3D shows the CPU package draws about 24W when idle. Ryzen Master indicates the core power stays between 1W and 3W, while SOC power ranges from 5W to 6W. Power usage rises as you monitor more frequently and chiplets likely consume more than a traditional monolithic CPU due to data movement between dies. When viewing at full screen in 1080p, HWinfo reports a jump of only 4W to 28W. However, moving the mouse causes it to spike to 41W before returning to 28W when still.

I receive around 47W at full capacity, and moving the mouse doesn’t affect my CPU or power draw. During the video, CPU usage stays near 15%, with power consumption between 10 to 15W. The GPU usage is about 7%, but its power reading isn’t displayed.
