The discrepancy comes from different measurement methods and data sources. Ryzen Master displays a base idle speed of 400MHz, but HWInfo and CPU-Z report higher actual speeds around 4.1GHz due to real-time monitoring and more accurate sampling.

This was addressed by AMD, though the exact Reddit thread isn't specified. You may search online for more details. Briefly, Ryzen Master can monitor the CPU without putting it to sleep, unlike other programs that do. This means checking CPU activity doesn't interrupt the processor.

It depends on the setup—fixed overclocking usually keeps performance stable around the target speed.

You'd likely need to turn off certain c states or p states for that.

I don't see c-state in bios, only Pstate pstate is active. It seems the setting I need to adjust is c-state.

That would consume unnecessary energy and force the CPU to operate at its highest voltage unnecessarily.

You would configure it to use a static clock so you can monitor performance accurately.
