I possess a Ryzen 9 3900x, an MSI X570-A Pro motherboard and a cooler master hyper 212 LED turbo air cooler. During idle mode, temperatures stay just above 50°C, typically around 55°C, with core voltage near 1.3V. When active—such as opening Chrome tabs or launching apps—it can rise to 60°C, reaching a peak of 1.4V. Closing background programs sometimes lowers it to about 48°C, but it usually stabilizes near 50°C, with core voltage around 1.25V and voltage spikes up to 1.38V during activity, with temperatures occasionally hitting 60°C. In the BIOS readings, temps sit between 42-45°C, though fans start spinning up when windows begin to boot. After login, temperatures climb to about 70°C, then drop back to around 55°C after a few minutes, usually until idle telemetry resumes.

I've taken several steps: disabled PBO, set offset voltage to -0.1V, removed MSI Dragon Center auto-start, ensured proper thermal paste application, and verified the cooler fits correctly. The case airflow is excellent—previously it handled a 4790K perfectly, matching the cooler's specs. Installed chipset drivers and used the Ryzen balanced plan. Under load (CPU-Z stress test), temperatures stay around 80°C, which is manageable for a high-end 12-core processor with cooling. The motherboard supports 8+4 CPU power pins, and I only connected 8, so that shouldn't be the cause.

The system isn't set up properly for PBO on this board. Make sure you have the newest BIOS and chipset drivers installed. Also, check your current power plan settings.

Looks like temperatures are pretty decent. Ignoring the heat isn't that important.

Utilizing the newest chipset with standard BIOS (h.40 AM4 1.0.0.3, released 09/10/2019). Noted that this board lacks backup BIOS options and I couldn't locate recovery methods via the flash bios button after a failed install, so I avoided the risk. Currently running the Ryzen balanced power plan; switching to Windows balanced didn't affect performance. Edited May 6, 2020 by 6Geri6

Utilizing the newest chipset with standard BIOS (h.40 AM4 1.0.0.3, released 09/10/2019). Noted that this board lacks backup BIOS options and I couldn't locate recovery methods via the flash bios button after a failed install, so I avoided the risk. Currently running the Ryzen balanced power plan; switching to Windows balanced didn't affect performance. Edited May 6, 2020 by 6Geri6

I'd keep the latest BIOS updates. Unless you experience frequent power outages, the risk is minimal.

Updating the BIOS rarely causes issues unless power outages are common, and the procedure is typically fast. The newest Windows updates are quite similar to the Ryzen Balanced version, so both should function well.

these are merely Ryzen temperatures; the IV reported 2700x idling between 44-54C, consistently fluctuating up and down. That’s the typical behavior of Ryzen processors.

it's not uncommon for cpus to change slightly in performance. since your ryan 7 3700x runs between 2-5% usage, it's normal behavior.
