I hadn't noticed that pattern before, even though I wasn't actively searching for it. In fact, it makes sense to keep your PBO limits low for the best results. They tend to shift significantly when set too high, and they can perform better under certain conditions. The settings I discovered for my configuration turned out to be ideal, with PPT 220, TDC 180, EDC 190. Adjustments that moved them could actually improve performance for lower loads, though the TDC 144 might suit a different scenario. You're free to tweak them manually or stick with what seems optimal.
