I updated my old motherboard, CPU, and RAM yesterday in a prebuilt system with an MSI Pro B650-S. It now uses a Gamer Storm DeepCool 240ex RGB in a NZXT H510 with a 3060. The CPU is an older AMD cooler, but it still stays between 75-85°C at idle. I’m unsure what to do beyond swapping the cooler. Would replacing it help? What type should I consider?

What speed is the pump operating at? Your thermal paste condition is what? Have you removed the plastic from the bottom of the cooler? How low is the idle setting? How many case fans are running and what’s the airflow like? Have you performed any overclocking or adjusted PBO settings beyond auto? Did you adjust the power settings for the windows? You can increase the minimum clock speed so the CPU starts faster but it may run hotter and offer little benefit. Have you properly lowered the cooler enough?

Estimated around 95% to 100% at about 2500 RPM, which seems like another issue. I've purchased higher quality thermal paste, but it's quite spread—between 5% to 15%. The setup includes two case fans, one intake on top and one exhaust at the back, and the airflow is decent. However, it’s not ideal; my screwdriver got a little damaged.

This setup seems unusual, as 5-15% isn't typical idle but shouldn't cause those high temps either. Could there be an air bubble trapped in the pump? If thermal paste is present and well-applied, it should be minimal; consider using higher quality paste until the problem is resolved—it might lower temperatures by a few degrees or two. Are you able to check the coolant temperature yourself? Some AIOs include a built-in sensor for this purpose.

One tube seems warmer than the rest, suggesting possible flow issues. There appears to be no way to check coolant temperature directly. The best solution might be replacing the cooler entirely, as that’s the only part with this concern. Even after using the old am4 box cooler, temperatures didn’t improve, so it could point to a motherboard or CPU problem.

It might work, give it a shot. I faced a similar problem with my 7800X3D running low at around 15% while power usage hit its limit without clear cause. Clearing MSI Center helped and allowed it to idle at lower power levels. Check the Task Manager for any unusual power draw—it could be something other than MSI Center itself.

There’s minimal power consumption overall. Is this a coincidence, or should I consider replacing the CPU fan to see if it affects performance on the CPU/motherboard?

Are you testing additional components? Make sure your standoffs are correct. If not, your CPU connection might be weak—even with better cooling and paste. You could open the case to check if ventilation improves. Are you using the solid or mesh front panel for the H510? If solid, ensure side and bottom vents are free of dust or obstructions, regardless of location like carpet or cabinet. Which direction are your fans facing? If exhausts only move air out, reversing front fans to intake can help push air through the radiator more effectively.

When replacing, did you use new paste? Also, you say you're idle? But I don't see 12GB of RAM used and constant 10-20% fluctuating CPU utilization as idle.
