It's typical for single-core boost clocks to operate efficiently during idle states, maximizing performance with minimal power use. With multiple cores engaged, they balance frequency to maintain power and thermal limits. Everything seems fine—just tweak the fan speed as you prefer.

All 12 cores are operating together, which is typical. If it's normal, adjusting the cooler might help prevent it from vibrating excessively.

I experience the same issues with 2700x. Using NH-D15 and two 140mm fans, it’s frustrating to deal with sudden temperature spikes and louder fan noises. Switching power plans helps—Power Saver keeps the CPU steady at 2.2Ghz without any random boosts. For gaming, I toggle between Balanced or High Performance modes, which makes a big difference.
