Checking if it's fully safe to boost your Ryzen 7 1700 to 4.0GHz using a Corsair H150i cooler is important. Also, are there any potential downsides or risks involved?

Downside and risk are factors mainly caused by the individual adjusting overclocking settings. This also relies on the reason behind needing to overclock. When done carefully in the BIOS, it can be beneficial if you invest time in research and use effective testing approaches.

1. life is completely unsafe; everyone will eventually pass away.
2. using a fake liquid cooler toy inside the computer isn't safe—it tends to break and leak.
3. increasing speed beyond limits can harm parts.
4. it relies on how your other system is set up.

Hello, thank you for your message.
I own a Corsair 570x with a ll120 exhaust fan, two ll140 on top, and three ll120s in the front that also act as radiator fans.

Highest OC point depends on many things including "Silicone lottery" and of course motherboard. Nobody can guarantee it. If you keep it within limits that AMD set: maximum 1.425v and 75c it's quite safe providing VRM can take it. Good case cooling is a must because liquid coolers don't cool anything around them.
