I'm facing difficulties with my Ryzen 5950X. It doesn't reach its base clock during rendering tasks or under CPU stress. My setup includes a 1000W PSU, Gigabyte Aero G X570s, RTX 3090FE, Deepcool Castle 360EX, and 16GB CL16 GSkill 3600 TridentZ RGB x4. Cinebench i shows scores below average, and in Aida64 the clocks remain steady at 3800Mhz. The problem persists across Octanebench, Blender renders, and CPU stress tests (+/- 100Mhz). Temperatures stay low, around 65-70°C. I've tried BIOS update (version 4F), CMOS reset, a fresh Windows 11 install, latest chipset drivers, toggling PBO and XMP settings. No additional software installed except Aida64 for monitoring and Fan Control for the fans. In games, clocks spike to about 4800Mhz with temps capped at 75°C. Before upgrading to another motherboard, I'm hoping someone can help—maybe a solution exists. I had similar issues with my older 5600X on an MSI 450 Tomahawk, so it might not be hardware-related. OC is an option but isn't always dependable, and I need my workstation to run smoothly for weeks of rendering. Appreciate any advice or insights you can provide. Any extra data would be helpful for deeper analysis.

Your maximum power capacity is 5950x, but it requires over 200W (250W would be ideal) to run all cores at boost frequency.

The base clock runs at 3.4GHz, but under full 16-core operation it jumps to 3800MHz—about 400MHz higher than the base during that phase. Seems to be functioning correctly. Boost only exceeds 4GHz on certain cores during lighter workloads; at 3.8GHz, power is capped across all cores, so enabling PBO would help extract a bit more output.

That's unusual. My 5950x reaches 4.2GHz across all cores under cb23 when running in a VM at around 82°C with a fan setting of 2. I think I adjusted some higher limits on CO parameters like PPT, TDC, and EDC, but I can't recall the precise numbers now.

I didn't adjust the settings from the stock configuration, yet I didn't notice the draw exceeding 160W. There seems to be an additional 4-pin connector beside the 8-pin on the CPU power input—could that be limiting performance?

Certainly, it seems you're suggesting a different approach. Perhaps raising the limits is the way forward.

It requires about 200 watts for the 12-core 5900X to reach roughly 4.5 GHz across all cores in the CBR23 package. I think a 5950X would need around 250 watts. Make sure to stick to board limits and monitor temperatures—you might need strong cooling.

Managed to achieve good results using PBO manual settings. Performance jumped 15-17% on multicore tasks, which is solid. Single core speed improved but came with higher temperatures (80°C) and a 80-120% rise in power usage. I opted to keep it at stock since this was a workstation setup for rendering and production. Appreciate the advice from the community. Great team here. Don't throw away your gear like Linus does.

Adjusting the power settings only would cause instability; the system should run hotter while still handling 80º temperatures and using more power when needed. I also use my PC for heavy tasks like compiling long projects and training models, and it has never failed after tweaking those limits—no changes to other settings were made.
