It begins throttling around 30°C, so that's true—but the actual limit is likely higher, around 80°C. You should aim to keep it below that range, which is usually achievable with proper cooling. See... the 5800X3D gets much hotter, reaching about 76.5°C during CB23... thanks to a solid case fan and a Noctua cooler.
