It seems like this setup is likely blocked. I’d go back to the fundamentals. Check the pressure, use fresh paste, etc. Honestly, I’d skip this whole thing—those MSI-branded Alpatek units have a history of problems. The pump is also located in the radiator, which makes mounting the radiator a risky move.

Purchase an inexpensive air cooler or use the existing one if available. The 5600 handles cooling well, consuming about 80 watts under full load (without overclocking or PBO). A 240 MHz clock speed on a mid-range CPU is unnecessary and costly.
