Comparing the Ryzen 5500 to the E3-1220 V5 upgrade sounds fair, and adding a new motherboard brings the total to about 190 euros. It depends on your needs and usage.

In most situations where you notice slowdowns, this CPU is likely the issue. These older Xeons differ from the 5000 series desktop Ryzen in terms of single-thread and multi-thread performance, and they’re much more power-efficient. Yes, it’s a solid choice—worth the investment—and the long-term savings on electricity bills will likely cover the initial cost.

I'm not sure, but I'd like to check if it's sufficient for the AMD Wraith Stealth CPU cooler.

Unless you're pushing the system beyond normal limits, yes. If the cooler is included with the Ryzen 5500 model, it should handle the heat well unless you're doing overclocking. My Ryzen 3200G has been running on its standard cooler nonstop for over a year, and it still functions perfectly, providing ample cooling for most users. When using Prime95, temperatures reach a maximum of around 80°C, which is a reasonable level for most people—even then it stays cool without excessive noise or early failure.

120 euros is a reasonable amount, yet a refurbished Ryzen 5 3600 offers comparable performance to the 5500 and is frequently much more affordable.
