I made changes to resolve the problem, it occurred after relocating the PC into a new case and installing the new GPU.

Have you checked if reseating the CPU helped? Also, did using the original GPU make a difference?

It seems Windows might be experiencing problems or your hard drive isn’t functioning well. The performance section in Task Manager can help identify the cause. Using a Linux live USB can confirm if the issue is hardware-related or software-driven. Also, checking the graphics driver might be beneficial.

It might point to a motherboard problem if the system remains sluggish even after using a live USB.
