That core voltage is significantly higher than what's needed for that low clock speed (the CPU should run at 4.7Ghz at 1.35V). Also, the temperatures at 90°C in a 240mm AIO aren't ideal; it likely relates to your voltage settings (the CPU is rated at 65W while yours is drawing 150W).
