The 9600 runs smoother in current titles, but upcoming games will depend more on core count than single-core speed. I think the 3600 may surpass it in the near future. For the 9600, the highest upgrade available is the 9900. The 3600 still has its maximum upgrade planned as the 4950x, though it hasn't been announced yet.
I've enjoyed my 3600 since launch, and with upcoming processors I have a clear upgrade route. The additional cores will be more valuable in gaming and other tasks. I moved away from Intel because they demand a new motherboard each time, and I supported a stronger competitor. I currently pair mine with an EVGA RTX 2080 FTW3, which performs flawlessly at 1440P resolution. With that setting you'll see even less of the minor edge the 9600 offers in certain titles. My older Intel 7700K remains solid, but I've embraced team red.
