I'm working in a q300l build with just a single case fan and a stock cooler.
Use Ryzen Master or HWiNFO for temperature readings, if you aren't already. Make sure the cooler is properly screwed in and that you have at least half-decent airflow inside your case, so your CPU fan doesn't just get choked.
My room feels quite chilly, especially with the air conditioner running.
Possible issues include a faulty cooler mount, a bad CPU bin, inadequate case cooling, poor ambient conditions inside the unit. The only concern mentioned here is the interior environment. Cooling performance in the case may be questionable. A thorough refurbishment and reattachment of the CPU cooler might be necessary. There are instructional videos available that emphasize the importance of extremely clean surfaces—so clean you can't even suspect any previous paste was applied. After applying fresh paste, retry the process. The paste should never be reused; its effectiveness depends on its properties, not just the amount.
