I turned on PBO through BIOS and got speeds from 4GHz to 4.05GHz across all cores with temps near 60°C. Increasing PPT, TDC, and EDC might help performance. Would it harm the CPU? Mobo: MSI B450 Tomahawk Max

It might speed up more if you reach their maximum capacity. Voltage that remains within a normal range shouldn’t harm the CPU.
