While I’m here only typing this thread, with just the one open window (including the hardware temperature gauges) I’m checking my CPU stats. My temperature is at 42°C and the clock speed is 3773MHz, almost at its limit. I don’t know why that’s happening. Is this typical? I haven’t overclocked yet, and I’m not sure how to do it properly. I think the CPU would get even hotter if I did. I’m thinking about getting a splitter so I can add two more fans for better intake airflow. Right now my setup has 120mm fans at the top for exhaust, one at the bottom for intake, and a side CPU cooler with its own fan blowing air out. I just want to be sure I’m not putting extra strain on the system without realizing it.
I believe as long as your CPU temperatures are within limits, you’re not causing any issues.
If you wish to reduce performance...you can turn off Turbo Boost in the BIOS.
Additionally, you might be running at high speeds because of Performance Mode.

Performance Mode
in
Windows 10.
In Settings, go to System -> Power & Sleep, and click the 'Advanced Power Settings' link.
There you can set the mode to "balanced," which may also slow things down.
If I were you and my temps remained normal, I’d leave it as is.
Well, I’m not sure about you, but I’m my own bio. I have these configurations that will automatically increase my CPU speed if it’s possible and necessary. I’ve turned it off because I don’t want my CPU to consistently run at 4000MHz every day. But everything should be okay. The automatic adjustment should work fine, though if you want to disable it, you can check your BIOS settings—though I’m not sure what they’re called anymore. I have a Ryzen 5 2600x by the way.
Hey guys. It's been a while since I built a computer—back in 2004, for my high school IT team. Those were pretty basic... I really value the advice on my temp and clocking. I'll look into my Windows settings just to see where it stands if I ever need to use it again. If you think it's perfect and fine, I'll give it a try. I haven't noticed any performance problems. When I play Warframe, my load time is just 1 second (that's a lot of fun for the team!). But I might lower it a bit when I'm not gaming or working. Just doing office stuff like that.
