I have a Ryzen 5 1400 processor and am increasing its speed from 3.4 ghz to 3.5 ghz. I'm also raising the voltage to 1.3. I'm checking if my idle temperatures are within acceptable limits. Currently, I'm at 5-10% CPU usage with temperatures around 60°C. If you need more details, let me know.

The temperatures are quite high. At 60°C with only light usage, it’s probably time to reconsider the overclock or upgrade cooling. Also, is the 1.3 volts setting really necessary at that frequency?

I used AIDA64 for 30 minutes and reached about 80°C. I stopped testing because it didn't go higher or lower than that and I needed to use my PC for something else.
