Will the Cryorig H7 be sufficient enough for the Ryzen 7 2700 at about 1.3v 4.0ghz? Does anyone have any experience with this setup?

The Ryzen 7 2700 generates around 65W when running at default settings. It seems unlikely it would need more than 130W even with maximum overclocking. Cryorig H7 supports up to 150W, so you should be okay. Just ensure your case has good airflow and you're in a cool environment.
