Hello,
With prices rising sharply in 2026, I think this might be the final chance to buy a decent GPU at a fair price. I’d prefer not to replace my PSU, which is still new (purchased in April 2024), and everything else except the GPU – an RTX 2070 Super. After reviewing some YouTube content, I believe either the RTX 5070 or RX 9070 would be the best fit for my setup, given my current PSU. However, I’d rather skip the RTX because it only offers 12 GB of VRAM.

Before committing, I wanted your advice to ensure I’m making the optimal choice, since I’ve heard RX 9070 XT could work with this PSU. My gaming goal is 1440p resolution.

I wouldn't attempt a 9070 XT with a 650W power supply.
An example is the 9070, which suggests a 750W PSU would be better.
Have you thought about a RX 9060 XT with 16GB?

I thought about it, but the upgrade compared to 2070 Super is clear, though not enough to justify buying right now. If I choose, I'd prefer to wait a year and swap both the GPU and PSU.

Based on what you shared from your system, your estimated power consumption is roughly 276W. Considering TPU's figures for 9070 OC, you could expect around 250W maximum with 328W spikes. That brings your average to about 530W or a safe draw of 600W.
I usually reduce the PSU wattage by about 10% to account for overhead and losses, which should keep you above your calculated limits. This means you’d be looking at roughly 530/585W or 600/585W.
It seems a solid 650W would be acceptable, but you do have a C grade unit from a manufacturer known for poor quality PSUs.
I agree with the previous advice—going with a 9070XT isn’t advisable.
A 9070 recommends a 750W PSU, but a 650W should likely suffice for you now.
For a safe choice, the 9070 is too close to your needs.

If you possessed a very powerful 650w unit, it might be fine. However, since the Endophy FM5 is merely "ok" and not a standout model, I would steer clear of using it with either of those graphics cards. As COlgeek recommended, opting for an 9060 XT or a more capable power supply would be excellent choices.
