Even group regulated designs supported C6, because C6 wasn't all that low, until Intel introduced Haswells and the 'C7' thing in the cpu, which is there but really isn't. Dc-dc designs are more digital aligned and can do those uber low voltages, but unless there's a fix/upgrade to the platform to make the group regulated Haswell compliant (like the newer Seasonic S12-II evo's) then you are generally SOL with that. It's really no big deal just to disable the uber low power states, if you are in for that amount of sleep mode, just turn off the pc, cuz it's not doing even background tasks at that point, everything but the psu is powered down.
The GX 650w Bronze isn't a dc-dc. It's a 9-year-old group regulated power supply that remains in production, similar to other models.
