Hello, I recently purchased a used Sapphire Pulse RX 560 4GB graphics card and believe my iGPU Intel UHD 630 performed better. In titles with a 60 FPS limit, I used them at full frame rate and experienced stable performance, but now frames drop and timing becomes erratic. My mouse also stutters. Whenever there’s a frame cap, timing spikes significantly. Games that allow disabling VSync work much smoother. I’ve reinstalled drivers, adjusted settings in AMD software, scanned for malware, modified BIOS—still nothing resolves the problem. Am I making a mistake? Is there a solution or is the GPU faulty? Below are my specifications: CPU - Intel i3-9100, GPU - Radeon RX 560 Sapphire Pulse, RAM - 2x 8GB at 2400 MHz, Motherboard - Gigabyte H310M, HDD - 240GB Kioxia, Power Supply - SilentiumPC Elementum E2 450W, 80 Plus Monitor - Acer B193 1280x1024, 19"

Yes, but it halts increasing above 30 frames per second, which isn't ideal

I observed that slight mouse movements lead to frame time spikes. I switched to a different mouse, but the problem continued. Recording only in Obs stops the spikes when the video encoder is HEVC, while using x264 didn't help: x264 encoding output: 2023-06-02 19-04-44.mp4. I attempted HEVC encoding too, but the video becomes white. Actually, here it is: 2023-06-02 18-59-20.mp4 can't be seen there, but in this clip I moved my mouse around and the spikes disappeared compared to before. This is quite strange, any advice would be appreciated.
