It looks like the CPU is acting up too. Try shutting down all apps while running BF1, then attempt to restrict the maximum frame rate.

Observing the task manager performance during your game can reveal if it's struggling, possibly due to CPU limitations.

I've reinstalled it again and updated everything. The CPU usage with the commands in user.cfg went down to around 85%. I've also adjusted the FPS limits and enabled VSync in the game settings, but the issue remains. ;(

It could be the CPU, it's quite old and paired with an RX 480, I don't think it's performing well. Attempt to monitor GPU and CPU usage together.

Thanks everyone! I've upgraded my CPU by overclocking, swapped it from Gigabyte's utility to MSI Afterburner, and reinstalled it using the provided method. It fixed the issue for me. I notice some GPU load drops occasionally, but it doesn't impact FPS much. At high settings, I'm consistently at 60 FPS.
