Your PC runs smoothly when just you're using it, with minimal CPU load and stable performance. However, when another person accesses it, system processes like Runtime Broker and Microsoft Photos consume around 25% of the CPU, preventing the CPU from entering low-power states. This leads to increased idle power consumption and wasted resources. Even closing individual processes causes both to stop temporarily before restarting later. Logging out doesn't resolve the issue—it only triggers a full system reboot. A fix other than a fresh installation seems to be available.
