Install media typically starts from a USB stick or DVD/CD. You can use DBAN to wipe the drive before installing Windows 10, then proceed with a fresh OS. Don’t install dban; instead boot from USB or media after erasure. Once DBAN completes, the drive should be empty, allowing a clean Windows 10 setup. Be aware that DBAN can stress the drive.
