I'm running an Dell Insprion 530s with a Core 2 Duo E8600 with 8GB DDR2 800MHz RAM and a R7 240 1 GDDR5 GPU. And Windows 10 Enterprise runs smoothly. The only issue I have is the CPU is getting hammered because it's a dual core with no extra threads. Also no L3 cache.

I understand. It seems like a fresh setup might be necessary, but it should function as long as it operates correctly.
I also saw that, but when I tried installing it, it gave an error. I shared the screenshots with my dad’s IT support, who said they’d just need Windows 10. They’re working on fixing it for me now. It’s still frustrating though.
You're all set for Windows 10. AnyConnect works on 7 and above, but since your system is 7, it's time to replace the SSD and upgrade to Windows 10.
