I purchased two NVMe SSDs for both laptops. One has Windows 10 already installed on its HDD, the other is empty. If I install another Windows 10 on the SSD and set it as the first boot option, can I erase the OS from the HDD? I don’t want to use DBAN.

You can simply remove all data from the old Windows drives (as you can do when setting up Windows). Then reassign the drives afterward.
