Hello everyone! I’m facing a major issue. My PC consistently underperforms no matter what I do. I’ve tried all possible fixes, reached out to Nvidia support, and even overclocked the system without success—everything seems to hit a hard limit. Here’s the setup: CPU i9-11900, GPU RTX3070, 2x16-3200MHz DDR4 RAM, HP Omni 20h, motherboard (probably) HP Omen Z590H, 600W PSU, cooler attached. I’m currently rendering in 3D and playing Horizon Zero Dawn.

The issue with the screenshots is unclear from your message. Could you provide more details or clarify what you're referring to?

Your computer isn't operating at its optimal speed. It appears to be limited by a memory cap, using roughly half the RAM, about 40% of the GPU, and around 47% of the CPU. It runs 3D renders a bit quicker than your GTX1650, which is good news.

Maybe it runs on power alone? A 600W rating isn’t that high for a 3070. Are there many fans or RGB lighting active, plus other devices drawing power from the system?

In the first image, it appears the program is rendering in three dimensions. I’m not sure what software it is, but many 3D tools rely heavily on the GPU during rendering, and your GPU is nearly full at around 70% capacity. That seems reasonable, though a very idle CPU might be inefficient. The second image shows low memory consumption, which is unusual for most games, though some are quite demanding. There are a few that use a lot of resources, but without more details about the game, I can’t confirm it’s incorrect. CPU usage is high, but GPU usage is low, which likely means the game is running in a minimized state. The temperature hints there might be more going on. I recommend using hwmonitor or hwinfo64 to log minimum, maximum, and average values for better insight. Also, try benchmarking with similar scores—like Cinebench for CPU and 3D Mark or Unigine for graphics—to see if the issue is isolated to one component.

Sorry for the delayed response—it suggests my power supply can handle everything I'm putting in. The only issue I've noticed is RAM usage, which reports at 99% capacity. During testing, performance seems mostly stable, but during gameplay it didn't reach full speed. After lunching, both Horizon Zero and GPU benchmarks dropped noticeably, with lower FPS than expected. Attached screenshots include: 1) Horizon Zero, 2) GPU benchmark, 3) GPU monitoring, 4) CPU benchmark, 5) CPU monitoring.

In this review the 3070 achieved a score of 9228, though I’m uncertain if that aligns with your benchmarks. I think the sensors indicate everything was normal during the test. For Cinebench, it’s unclear where to locate the expected result for a score of 11900 since my knowledge suggests newer versions have different scoring scales. Horizon New Dawn shows good CPU usage, but graphics performance is low. The core frequencies seem accurate, yet power consumption isn’t optimal. V-sync and power-saving features aren’t clear. What resolution is being used?

no v-sync, no power-saving mode, tested on 4K; encountered similar problems with GTA V and Minecraft using mods. Blender rendering times are also slow.
