I've seen similar patterns too. My framerates are in the mid-40s, with GPU usage near 40% and CPU around 50% per core. It's hard to pinpoint why the GPU isn't using more power. Got any thoughts?

Ensure that components are functioning well; it might be due to thermal throttling.
The GPU temperatures stay well below 60 degrees and the CPU reaches high 60s max. Most configurations remain at a high setting. I can share a screenshot if needed. Interestingly, GTAV benchmark runs consistently around 80fps (sometimes higher). Details are available here: https://pastebin.com/h5T9mV9d. Adjusting to the bottom should reveal the graphics preferences as well.
I recently increased all settings to Very High with FXAA enabled, reaching a memory usage of 3900MB. The GPU was using about 80-90% and FPS remained around 60. It seems the higher graphics settings boosted the frame rate but now I'm approaching the VRAM limit. Both GPU and CPU temperatures are still stable at 60°C.
1) Install Samsung Magician and turn on RAPID Mode ( I fixed extreme CSGO lag with that ).
2) As xAcid9 mentioned.
3) Review your BIOS and confirm Intel's Turbo Boost is active, also verify CPU temperatures, which seem low for some reason.
4) Disable all unnecessary background software while gaming (sometimes it displays high background usage without a valid reason in this test).
These are just for optimization.
If nothing works, my thought is your PSU might be the bottleneck (not enough power for all components). If you have a friend with a good PSU, ask them to assist you quickly.
It's an Antec Neo Eco 520W with 80+ certification. However, I'm experiencing high GPU usage in GTA V close to 100%, which suggests everything is fine. Unless the power supply unit isn't enough for my requirements.
