They're older Skylake-based quad cores, but it's not uncommon for them to hit their limits in newer titles. Still, it seems unlikely to cause issues if you're content with your setup, and they work well with the GPU you have.

The suggested specs are an i5 4400, which I think shouldn’t use up most of the i7 7700’s capacity. With a poor CPU cooler running at 87°C, I’m concerned about potential damage.

87 doesn't harm the CPU—it's just warm, not harmful. Games such as Bus Sim 21 are very inefficient, and Consuction Simulator follows the same trend. No construction simulator strains my RTX 4080 as much, and it appears quite poor. What's your current frame rate?

60fps on a 60 Hz monitor with VSync enabled. Medium high settings at 70% GPU usage. Lowering graphics doesn’t change CPU load for me—I tested it.

For reference, ETS2 maximum settings are around 60% GPU usage with 75 frames per second.
