Considering the constraints, finding a straightforward solution might be challenging. Operating within a virtual machine could be your best bet. Keep in mind that macOS is quite strict about hardware requirements. You should disregard any nVidia GPU recommendations unless you're using a very old model and an even older version of macOS (perhaps 10.13 or earlier).

You can set up macos (x86 version) on a PC using many YouTube guides. You might need an AMD GPU, especially the RX560 model. Alternatively, you can use a mac os virtual machine image and run it in a VM software like VMware or Virtualmin.

The concept you're seeking is a virtual machine. It can be challenging, but feasible depending on your equipment. If you require macOS for testing or development and don't wish to purchase a Mac—often because you only need it occasionally—consider a VPS option such as HostMyApple or Mac Stadium. Personally, I haven't used them myself, though I've heard from developers who utilized a single VPS for debugging rare Safari problems in their web applications.

You're aiming to run a MacOS on a standard PC setup. This approach usually involves installing MacOS onto regular hardware, which can be challenging since MacOS is designed specifically for the internal components of Macs. Unlike Windows, where you can easily add drivers, this isn't straightforward. I recommend searching online for "hackintosh" to find guidance on achieving your goal. If you're comfortable using a virtual machine, that's the simpler option.
