There are numerous options available, but the latency remains a common issue.

It seems unclear what you're asking. Every RAM includes a CAS latency. The term "prevalent" simply indicates it's common or widespread. Your question might not be fully formed.

Secondary timings aren't factored into RAM bandwidth calculations and thus aren't relevant. This might be the case—I'm still uncertain. The term "prevalent" here refers to what was most often assumed in a prior discussion.

It seems you're interpreting the original intent through a French lens. The phrase could be translated as "I think @Tan3l6 is likely a French speaker." Using expressions like "most" in English and "predominant" in French, the intended meaning might have been "Is CAS Latency the most important?"

Your estimate is reasonable, though not exact. I'm impressed! Not a native speaker myself, but I appreciate the question. "Is the CL more crucial than other timing details?" (CAS) Latency and bandwidth differ from secondary timing factors.

It makes sense. In this scenario yes. CAS latency is the key factor with the biggest effect on performance, though other sub-timings also play a notable role. Important non-primary timings include secondary ones: tRRD_S, tRRD_L, tFAW, tRFC, and tREFI, as well as tertiary timings: tRDRD_sg, tRDRD_dg, tWRRD_sg, and tWRRD_dg. By refining just these areas—tightening or loosening them appropriately—you can noticeably improve latency and bandwidth performance.
