Yes, you can install an RTX Titan in a PCIe 5.0 x4 (16) port. Although it's a PCIe 3.0 x16 device, its compatibility with older standards allows it to fit physically. The slot dimensions match between the two interfaces, so placement shouldn't be a problem. But the card will use the full bandwidth of a PCIe 3.0 x16 slot, which may limit its speed compared to a PCIe 5.0 x4 connection. For optimal results, pair it with a system that supports PCIe 3.0 or higher x16 slots. If only PCIe 5.0 x4 is available, the RTX Titan will work but might run slightly slower.

It won't work. The card operates at PCIe 3.0 x4, but the slowest connection sets the pace. Since it only accepts PCIe 3.0, the available bandwidth stays capped at that speed. The slot provides just four lanes, which is the upper limit for use.
