it appears that turning off HDR causes the memory clock to reset back to normal. Adjusting the refresh rate to 120Hz doesn’t seem to affect this either. It seems having both settings active simultaneously overloads the GPU memory, leaving it idle and struggling. I’ve tried everything—power settings at normal, silent card mode, GPU accelerator off—but I’m still confused. I can’t seem to figure out how to avoid the GPU memory hitting maximum even when idle.

This has been an issue for a long time. These very high Hz monitors today, with HDR and high color bits depths, this keeps a big enough load on GPU at idle, causing GPUs to keep higher GPU or memory clocks, sometimes maxed out. To be honest, I do not think you can fix this. I also looked at Nvidia latest driver for known issues and this is not stated as an issue, but that does make sense, because this isn't really an "issue" or "fault" and it's not new either.

Having the memory stuck at 9750MHz and maximum speed isn’t always bad, especially if the load isn’t heavy when it’s running. Your memory temperatures are likely quite low.

You're referring to the graphics card's power states. It seems the NVIDIA control panel is likely using performance mode instead of adaptive or dynamic settings.
