I have difficulty achieving over 40 fps (about 50 average in ship) in Helldivers 2 with my new used RTX 3070ti running low-mid settings. Others with the same GPU report 80fps on ultra settings.

CPU usage is around 50-60%
GPU usage is between 15-20%
Memory utilization is at 80%

Comparing your system to another is tough, especially regarding in-game FPS. Instead, rely on a benchmark score for a general idea of performance.
The CPU seems like a likely issue, as FPS depends on it. Try boosting the graphics settings and observe if FPS remains stable, drops, or improves.
