I just changed my bios and checked that resizable bar is active. Everything looks correct, but it still shows as disabled. I'm stuck and need some guidance—any suggestions?

Check your bios settings and capture a snapshot of your configuration. Ensure your bit locker key is stored securely and reinitialize the CMOS. Reconfigure everything from the ground up, which often resolves the issue.

I restored the CMOS and turned everything back on, but the problem remains.

It's strange, but you retain little value, ReBAR performance on an NVidia GPU is minimal.

I needed to modify my VBIOS via Asus because my previous model couldn't handle ReBAR.
