I have a Colorful RTX 2080 Super that even when my power limit has been set to 120% and the little button on the back of the card to enter "turbo" mode has been left enabled, it refuses to go above 220W or 87% TDP. The only exception to this is on Furmark @ 120% TDP or 300W (which others have said Nvidia has a check to see if it is running and to ignore power limits) and Kombustor which only hits 105% TDP or 275W. With a small +100mhz on core and +900 on memory I can make kombustor creep up to 110% TDP, but im still missing out on that extra 10% TDP and performance. This is a dual 8 pin card, triple fan cooler design, it isnt thermals because at 300W on furmark, im only hitting barely 82C and 93C hotspots. I dont know what to change anymore, I got a new Powersupply and tried changing settings to boost performance, but this GPU just doesnt want to boost as high as it can. Whats weird is that before I accidentally had the turbo button disabled and it would come up in GPUz with Vrel and Vop, now its just saying at 110%TDP that its idle. I don't have the exact wattage of your PSU. Could you provide more details or check your system's documentation?
