In every major match, for instance in Fortnite the temperatures range from 60 to 70 degrees but it still feels very slow and only runs at 100 frames per second.

is that cpu or gpu? can you provide both? try running a benchmark like (i know everyone hates it but it helps identify issues with faulty or poor silicon) userbenchmark (https://www.userbenchmark.com/) and check the cpu and gpu positions in the percentile.
