I'm not sure about your approach, but the Steam Deck's CPU might be too limited for PS3 emulation. You seem to be very CPU-dependent, which makes sense since PS3 games are typically heavy on processing power. It's possible that some games still run, though performance will likely be poor. Have you checked the RPc3 wiki for compatible titles and settings? Also, it's normal for the GPU not to boost much in RPCs3—most emulators behave similarly, being quite CPU-heavy.

I also read it recently. It looks like rpcs3 mainly boosts CPU performance rather than GPU usage. That likely explains why other handheld devices with stronger CPUs handle emulation better. Some PS3 titles run flawlessly on it.

It's because the emulation work is handled by the CPU, while the GPU mainly manages graphics that aren't needed even for basic or low-end systems. It's impressive how well it runs despite the CELL architecture.
