It's really annoying. I struggled to finish anything today... either I'd wait until more people joined so the host could continue, or someone would quit midway and mess up for everyone. Rockstar should add a cooldown rule for players who drop out during gameplay. Have others felt this issue?

Absolutely, that's me. The main issue is that few people are interested in joining the Heist Setups. I'm not sure why, but I think they're mainly motivated by the money.
