Looking into SpeedFan's configure/advanced section, the FAN divisor, fan1 div, and mult settings control how many fans are driven and their respective speeds. They help customize cooling performance based on your needs.

It adjusts the tachometer frequency for precise RPM measurement. For instance, a 32000 pulses per minute reading at 1000rpm requires a divisor of 32. Using 16 would incorrectly report 2000rpm. Most systems auto-select the range, but if the reported speed differs, modify the divisor.

I'm not completely sure, but I'll try. My estimate is that it refers to the number of fan speed steps, indicating that with a specific voltage it will attempt one of several speed settings. It seems close enough to CTRL+C Fan Divisor Minimum RPM Maximum RPM.
