Finally had the opportunity to revisit this task once more, following Ralston18's advice. The main issue I discovered was that the pwr sw horizontal connection was incorrect—it should have been vertical. I opted for the diagram on page 39 instead of the one on page 29 (refer to the photos), which meant the switch was linked to the pwrbtn# pin and gnd pin from the reset switch, not the pwr sw's gnd pin. I’m unsure if this was the correct setup, given that gnd and gnd are the same, but it did start up after booting with one RAM stick in slot B1.

I also noticed that both RAM sticks were slightly bent, which Amazon assured me is normal since they’re new. After restarting with both sticks installed, the system failed to boot.

I purchased replacement RAM sticks of the same brand and type, and everything functioned properly, leading me to conclude that one of the RAM sticks is faulty.
