It seems unusual, as I performed the task on my personal computer while using Windows 11 Pro with admin rights. Perhaps it's a home environment factor that's affecting the outcome.

It seemed the download paused a few times, but after installing it, I was told to restart. I won’t do that until I get home in 15 minutes.
The reboot went smoothly, and the older .NET version was installed.
