The device has a sticker containing a product key. You can start Windows 7 from a DVD or USB using that key for installation. Does that match your understanding?

Without the essential component, progress seems limited. Would switching to Windows 10 be preferable over version 8.1?

For a fresh Windows 10 experience, the version running on your system might not be the original one. It seems quite basic and possibly outdated.
